<p>If you click on any Dam, you can see the data, but also notice the &#8220;Historical Peak Rainfall Intensity (in/hr)&#8221;. Most of these were set at the current high, on 6/27 and 6/28 of 2007. This was the Rainfall Event that filled Lake Travis to the highest level it has seen in some time. This flood closed Travis for the 4th of July weekend due to conditions and hazards.</p>

			<content:encoded><![CDATA[<p id="top" />We are getting a ton of good rain and it is coming down fast. Fast enough to see some good flow rates in the Llano. They have said that some locations in the basin have seen 6 inches an hour. That is just under half of what Marble Falls got in 2007 when the lake flooded.</p>
<p>So we are on track to get some good water into Lake Travis.</p>
<p>This is a snapshot of the Radar Image at 8:24pm<a href="http://www.devilscove.com/?attachment_id=977" rel="attachment wp-att-977"><img class="aligncenter  wp-image-977" title="Radar" src="http://www.devilscove.com/wp-content/uploads/2012/05/Radar.png" alt="" width="559" height="420" /></a>Flow rates are climbing also!<a href="http://www.devilscove.com/?attachment_id=978" rel="attachment wp-att-978"><img class="aligncenter size-full wp-image-978" title="Flow Rate" src="http://www.devilscove.com/wp-content/uploads/2012/05/Flow-Rate.png" alt="" width="641" height="447" /></a>The rain fall levels for the day are not huge, but the rate the rain has fallen in the last hour puts it directly in the lake, as it has little to no time to be absorbed into the ground.<br />

We built a quick chart to show the rise, it is small now, but from our experience with this type of rain and watching the similar happen in 2007, we would estimate 5-8 feet in Lake Travis.<br />

<p style="padding-left: 60px;"><span style="font-size: small;">AUSTIN (KXAN) &#8211; The Mansfield Dam park public boat ramp opened on Monday as the water level in Lake Travis levels hit 632 feet, the minimum for the boat ramp to operate.</span></p>
<p style="padding-left: 60px;"><span style="font-size: small;">Word is spreading quickly. Tuesday, the parking lot filled up with boat trailers.</span></p>
<p style="padding-left: 60px;"><span style="font-size: small;">A Travis County Parks and Recreation employee even had some trouble getting his boat trailer in the water, having to get through the geese first.</span></p>
<ul style="padding-left: 60px;">
<li><span style="font-size: small;"><strong>VIDEO ATTACHED:</strong> After half a year without any ramp activity, the geese can no longer rule the ramp.</span></li>
</ul>
<p style="padding-left: 60px;"><span style="font-size: small;">The reopening comes just in time for spring breakers.</span></p>
<p style="padding-left: 60px;"><span style="font-size: small;">The last time the lake was that high was Sept. 13, said Clara Tuma, a spokeswoman for the <a href="http://www.lcra.org/" target="_blank">Lower Colorado River Authority.</a></span></p>
<p style="padding-left: 60px;"><span style="font-size: small;">Travis County closed the boat ramp Sept. 20.</span></p>
<p style="padding-left: 60px;"><span style="font-size: small;">While the rising lake level is good news, Central Texas is still in a drought. Tuma said Lake Travis is about 40 feet below the average for the month of March.</span></p>
<p style="padding-left: 60px;"><span style="font-size: small;">Many private boat ramps have remained open through the drought but the Mansfield Dam boat ramp was the last to close and the first to open.</span></p>
<p style="padding-left: 60px;"><span style="font-size: small;">The other 10 public boat ramps on Lake Travis remain closed because of the low lake levels.</span></p>

			<content:encoded><![CDATA[<p id="top" />Even though over the last few days we have seen a ton of water fall on Austin, the lakes are holding tight with minimal rise. The rain fell in most of the right places to net the greatest impact on the water level in Lake Travis, yet the stream flows do not indicated that enough water is actually going into the lake.</p>
<p>From the level report as seen here, Lake Travis was higher at 12:00pm than it was at 12:15pm, meaning, like always, LCRA decides to generate power or release water for &#8220;downstream habitat&#8221;. There was a total of just under 1ft of rise across the last 2 days of rain.</p>
<p>Either way, even though our yards and creeks are flooding, Lake Travis is holding fast at nearly no gain.</p>
<p>We included some of the data from the <a href="http://hydromet.lcra.org/full.aspx#">LCRA Hydromet Site</a> to give you an visual representation.</p>

<p style="padding-left: 60px;"><span style="font-size: small;">TRAVIS COUNTY &#8212; The serene sound of Lake Travis is overshadowed by the way it looks. Where there was once water, there is now nothing but dry land.</span></p>
<p style="padding-left: 60px;"><span style="font-size: small;">The low levels aren&#8217;t just catching the attention of homeowners, but also the entity that manages the lakes &#8212; the Lower Colorado River Authority (LCRA).</span></p>
<p style="padding-left: 60px;"><span style="font-size: small;">&#8220;The drought has certainly highlighted the need to account for every drop of water taken from the Highland Lakes,&#8221; said LCRA Spokesperson Clara Tuma.</span></p>
<p style="padding-left: 60px;"><span style="font-size: small;">The LCRA says about 3,300 people are making that hard to do.</span></p>
<p style="padding-left: 60px;"><span style="font-size: small;">&#8220;People sometimes put a pipe in the lake and then use a pump to take water from the lake, for instance, to water their yard. That&#8217;s fine with a contract. It&#8217;s not okay without a contract,&#8221; explained Tuma.</span></p>
<p style="padding-left: 60px;"><span style="font-size: small;">Of the more than 5,000 people pumping water from the lakes, only 2,000 have contracts to do so. So the LCRA is planning to turn violators in to the Texas Commission on Environmental Quality (TCEQ).</span></p>
<p style="padding-left: 60px;"><span style="font-size: small;">&#8220;I think that we&#8217;re entitled to the water in the lake,&#8221; says Jessica Janda who owns a home on the lake.</span></p>
<p style="padding-left: 60px;"><span style="font-size: small;">Janda isn&#8217;t a fan of the crack down.</span></p>
<p style="padding-left: 60px;"><span style="font-size: small;">&#8220;We pay a lot in property taxes, so we should be able to pull water out of the lake since, you know, our wells are going dry as well,&#8221; she added. &#8220;We have no other infrastructure to get water into this neighborhood.&#8221;</span></p>
<p style="padding-left: 60px;"><span style="font-size: small;">Her husband Ryan disagrees.</span></p>
<p style="padding-left: 60px;"><span style="font-size: small;">&#8220;They maintain the water, and they have the water rights, so they technically own the water,&#8221; he said.</span></p>
<p style="padding-left: 60px;"><span style="font-size: small;">On average, a yearly contract costs about $113, and the LCRA insists this isn&#8217;t just about money. Tuma says they have to devise long-term planning for the water usage, and they need to know where the water is going.</span></p>
<p style="padding-left: 60px;"><span style="font-size: small;">Currently they are sending letters out to homeowners, again encouraging them to sign contracts for the water. If they don&#8217;t, officials say they will soon turn people into the TCEQ.</span></p>
<p style="padding-left: 60px;"><span style="font-size: small;">Officials with the TCEQ say fines for stealing water from the Highland Lakes can range from $350 to $5,000, depending on how much water homeowners are taking. It is now working with the LCRA to determine how it will measure how much water people are stealing.</span></p>

<p>My suggestion is to dredge Sometimes Islands while the water is low, every foot of dirt gives a cubic foot of more water storage. With the water low it is easy to run trucks and dozers to excavate tons and tons of dirt. That is so much easier than doing anything under water.</p>

<p><span style="font-size: small;">State regulators said Tuesday that they intend to allow the Lower Colorado River Authority’s emergency measures that could cut off all water to rice farmers in 2012.</span></p>
<p><span style="font-size: small;">The LCRA board approved a plan in its September meeting that would cut off all water to rice farmers if less than 850,000 acre-feet of water is stored in lakes Travis and Buchanan, the LCRA’s two main reservoirs, on March 1. The river authority would provide up to 125,000 acre-feet of water, significantly less than what rice farmers use in a typical year, if between 850,000 acre-feet and 920,000 acre-feet of water is in the lakes. If more than 920,000 acre-feet of water is available, the LCRA would provide water according to its water management plan.</span></p>
<p><span style="font-size: small;">The lakes currently hold 743,000 acre-feet of water, 37 percent of capacity, and are forecast to be between 660,000 and 700,000 acre-feet by Jan. 1, according to the LCRA.</span></p>

<p>AUSTIN (KXAN) &#8211; The Lower Colorado River on Thursday expanded the area of Lake Travis that is closed for air support for firefighting efforts.</p>
<p>The lake now is closed for five miles – from Mansfield Dam to Mile Marker 5 to allow air support a safe place to draw water to fight area wildfires. LCRA will keep that portion of the lake closed until water from the lake is no longer needed for firefighting efforts.</p>
<p>The remainder of the lake is open.</p>
<p>Mansfield Dam Park, which is operated by Travis County, is open but the public boat ramp at the park is temporarily closed.</p>
<p>LCRA made the decision to close a portion of the lake after careful deliberation.</p>
<p>We are aware the closure may be an inconvenience to some, but LCRA is committed to assisting firefighting efforts in any way possible to help save lives and property.</p>
<p>LCRA also has closed three parks and nature centers in Bastrop County because of the nearby wildfires. The McKinney Roughs park and nature center, and North Shore and South Shore parks will remain closed through the weekend. On Monday, LCRA staff will assess conditions for next week.</p>
<p>The parks have not been damaged by fire, but utility infrastructure has been affected. In addition, the threat of wildfires remains.</p>
